This day–long seminar will provide councillors, and other non–executives, who are new to chairing meetings and leading investigations with the skills they need to hit the ground running, and to take control of the accountability process. Delegates will hear from Chairs who have made a success of their work and will have an opportunity to discuss their own experiences of managing and leading the scrutiny process.
The seminar will:

  • Provide delegates with an opportunity to explore how to make the maximum use out of limited board or committee time;
  • Discuss how to get the most out of evidence sessions, particularly those involving officers;
  • Allow delegates to share their experiences of holding decision–makers to account;
  • Allow delegates to develop and discuss some practical steps they can take to ensure that the work they do is focused, flexible and adds value.

9.30am Registration and Coffee

10.00am What makes a good chair?
Discussion of the key skills that you need to chair effectively.

11.00am Planning ahead
Understanding the role of the chair outside the meeting, and the role of the chair in leading and planning scrutiny work.
To include small group workshop session

12.15pm Handling politics
How to manage politics – both party and personal – between other members.

2pm Questioning and investigating
How to manage evidence–gathering sessions, and how to engage with partners to build up positive working
relationships.
To include small group workshop session

Session ends 3.30pm

Speakers and facilitators to be confirmed a week before the event

The day will incorporate exercises to allow delegates to use the skills being learned in practice.
