Nottinghamshire are doing some work on this Mike - you might want to contact Matthew Garrard (see his post and my reply in the O&S Bill thread - currently the last couple of posts @30 March).

you might also try out the Consultation Institute. They have been actively involved in the Petition Scheme and have produced briefings.

Mike amongst other things we've been looking at the discretionary areas within a petitions scheme - how many signatures are required to make a petition, trigger a debate at council and call an officer (& now executive Member) to account. Other issues of interest include what should the role of the local Member be (presenting a petition, following up on it etc), how can we manage 'appeals' to scrutiny and how might scrutiny pick up on issues from petitions.

I am finding it hard to focus on petitions, as everytime I do, the red mist descends and I start muttering about how the government found time tfor this daft, unecessary and misguided legislation but couldn't get it together for The Scrutiny Act That Never Was.
