I can't claim that ours are innovative or forward thinking but we are seeking to change them to reflect new O&S approaches we are bringing in for the next municipal year. The changes are a radical overhaul so we have rewritten the whole procedure rules more or less from scratch. We see them as an important way of underpinning the transition to the new arrangments and ensuring they are seen as legitimate. I did find that rewriting constitutions can send you slightly insane tho....
The proposed procedure rules can be found in our AGM agenda pack here: http://www.swansea.gov.uk/index.cfm?articleid=36690 They haven't yet been agreed by Council.

Naively, I thought everyone had them since they were in the the Modular Constitutions that Whitehall issued back when.
Our rules are here (scroll to page 30). There's barely a line of our Constitution that hasn't been amended to some extent in the last 10 years (it certainly never gets shorter or simpler) but the Modular Constitution was where we started from.
