Hi,
After reading the guidance it is still not clear whether CCfA is a statutory requirement for 4th Option Councils - all documents make reference to authorities who operate Executive/Cabinet arrangements.
Can anyone enlighten me? or should 4th Option Councils consider using CCfA as "good practice"?

Hello Christine - it applies to all councils in England (with the exception of parishes), regardless of their executive arrangements.

Just noticed that regulations have come out today about members' recording of decisions taken under S.236 of the 2007 Act:

But has the Section itself (delegation of executive and other powers to individual members in their own wards) been implemented yet?

Short and sweet. The only thing to look out for is the one month deadline for decisions made under delegated powers to be reported to the council.
On a related point I now have an answer around 4th option councils. My reading of the Act is that 4th options councils are included in the CCfA requirements, but obviously the use of the words "executive arrangements" has caused confusion. CLG have advised that, for the avoidance of any doubt, they will be bringing in regulations to make explicit that CCfA is for all councils irrespective of their 2000 Act option.
