We've all been there - the rising panic as the start time for a carefully-planned public meeting approaches and the public themselves steadfastly refuse to appear. Or maybe we haven't all been there - maybe it's just me, and I'm not very good at my job.

Have any of you had any particular successes - or alternatively, "opportunities to learn lessons" - with either organising your own public meetings for scrutiny, or getting scrutiny councillors to attend public meetings organised by others? They can be formal, and attract only the "usual suspects", but they can provide scrutiny work with some immediacy and momentum too. If you employ them does this need to sit within a wider programme to get public opinion on specific pieces of work?
