It's quite common these days - but in the overwhelming majority of cases these events are managed and organised by executive-side officers and don't have anything to do with scrutiny.

I suppose the most obvious and high-profile event of this kind is the six-monthly State of London Debate organised by the GLA.

Ahmed,

Here scrutiny in Hounslow has successfully organised and hosted 2 Leader's Question Time sessions for the public. Both were well attended by members of the public and chaired by the Chairman of OSC. As per the BBC Q Time event, the Panel did not have sight of the questions, these came into the scrutiny office and even the Chair of OSC only saw these a few hours before the event started.
