The document does seem to represent a strong statement from the Coalition about the importance of scrutiny and accountability exercised by elected members

I'm especially interested in the paper's description of a role for overview and scrutiny committees (and specifically health overiew and scrutiny commitees) given the Health Bill proposals for councils to be able to abandon OSCs as the mechanism for health scrutiny
