Hi Louise,

This is probably an interface between the CCfA provisions and the wider provisions in the 2007 Act about working with partners.

Generally, the 2007 Act sets out some broad principles but there is little detail to guide you, or partners, as to exactly what your mutual expectations might be. We have been expecting the publication of regs for some time but... well, you know the rest.

You will probably be best off coming to an understanding locally with partners about these issues. The FOI timescales and requirements are probably a useful backstop under these circumstances.
