I still think the Electoral Reg could provide a useful "at a glance" tool in testing a sample of names/addresses. It would illustrate if (for example) there is a J.Bloggs registered at 1 High Street and thus at least provide a small test of the integrity of the petition - especially if there were a number of questionable sounding names etc.

Not 100% reliable I know but....
