Scrutiny Protocols
Hi all,

I wonder whether anyone is considering revisiting their O&S protocols? We have had ours in place for a number of years and they are out of date, overlong and unworkable.

We've also recently reduced the number of our Committees from 5 to 2 and are preparing for an entire refresh of ways of working.

If anyone is in a similar position and has done any work on their protocols, especially their Health Protocol, i'd like to hear from you.

By saying protocols, do you mean your rules of procedure (in the constitution) or a more general set of documents setting out how scrutiny will work?

Many councils review these periodically but I'm afraid I haven't done any research into it; you might want to speak from someone at one of the "new" unitaries (post the 2009 local government reorganisation in Cheshire, the North East and Cornwall) which will have looked at this relatively recently.

We have just undergone a review of the scrutiny function which outlined necessary updates to the constitution reflecting the legislative changes in scrutiny powers e.g. localism Act and scrutiny of partners. At the same time we took opportunity to review how scrutiny could be more effective at engaging other members, staff and the public. A series of recommendations were made and these are now due to be considered by Council before adoption.
