And I think for the first time ever it's a reference to scrutiny which isn't wholly inaccurate and/or disparaging. Deep joy.

I think the correspondent is entirely right in saying that, in all the talk about accountability and devolution down to local communities, everyone seems to be ignoring existing local democratic structures (but that's a bit of a no-brainer to be honest).

The Western Morning News last week reported the demise of the Community Empowerment Bill as follows: "Labour drops plan to give voters doughnuts."

Now that would have been a worthwhile reform!

Those interested in this side of things may like to contribute to a new topic I have started called "new executive arrangements and a move to whole council elections." Any thoughts on how overview and scrutiny can contribute to the choices to be made will be gratefully received.
