Paul,

Worthing Borough Council and Adur District Council have both undertaken reviews in the last twelve months on 'whole Council or partial elections' following the LGPIH Act provisions. Maidstone have also undertaken a review on this subject.

The Adur review is now complete and they decided to stick with their current arrangements of bi-annual elections. The Worthing report is being finalised. I can send you copies of both reports if that would help? I am sure that someone from Maidstone could send you a copy of the Maidstone report or it is probably on their website.

We haven't conducted a scrutiny review of a move to whole council elections, but it was considered by our Members via our Executive and then full Council We still need to undertake a full consultation. You might be interested to see the issues we considered in the report to the Executive:

This hasn't been scrutinised by Portsmouth City Council, but it was discussed in a lively debate in Full Council following a notice of motion by two opposition members. The motion was lost, but it wouldn't surprise me if it came round again. The minutes of this meeting can be found below:

As Mark stated, Maidstone's just completed a review of whole council elections - it's going to Council on the 24 June to get agreement for the Council to go out and consult, but doesn't specify how to do that consultation (it was getting very political...). One way that's being looked at is producing a summary leaflet of the pros and cons of each method and putting that, along with some kind of response leaflet, in with the electoral registration forms that are sent out in August so that it at least goes to every household. The only sticking point, I think, will be that when we spoke to the Electoral Commission, they recommended that when you consult, you tell residents the Council's preferred option, whereas we didn't find a definite preferable option in the scrutiny review and our Members are loathe to make their preference clear just yet..
