In Devon we scrutinised a proposed externalisation of our residential services for older people. The task group put forward its recommendations http://www.devon.gov.uk/doc-tunnel-4.pdf...cs0821.pdf then the preferred bidder dropped out - although possibly more as a result of the recession than anything scrutiny said!

The forms of accommodation on offer from the external provider (and the charging regime) may be of interest.
