We've had an LGIU briefing dated 12 January that refers to a parliamentary answer given by Rosie Winterton:

"In the same written answer the Minister confirmed that a decision on the commencement date about the Duty to Respond to Petitions would be made after the current consultation on the draft statutory guidance and secondary legislation concludes on the 24 February."

As for the duty to promote democracy: "We have concluded that given the current economic situation implementation of the duty should be considered as part of the next spending review. "
