We have the following facility for a minority report;
If and Overview and Scrutiny Committee cannot agree on one single final report to the Council or Cabinet as appropriate, then up to one minority report may be prepared and submitted for consideration by the Council or Cabinet with the majority report. I'd be interested to see what others do. Keith |

Our Constitution dictates that it must be one third of the membership of the Forum and more than one political group for the production of a minority report, and that there must be an identified lead Member for the purposes of presenting the minority report.

Occasionally, Parliamentary select committees produce minority reports. I can find out if there have been some recent ones and if there are any general protocols in existence about their use.

There is provision in our constitution for 'one minority report' if desired.
