Hi Marie,

The reason for the exclusion in the 2009 Act is that joint C&D committees are already covered by s21 of the Police and Justice Act (which amends s5 of the Crime and Disorder Act 1998). It is becoming common for the various provisions about health/crime and disorder/everything else to be made in this way - it is certainly confusing without a clear overview of the whole statutory picture.

Some months ago it was suggested that we develop a reasonably clear clear legislative picture for people on the various new and not-so-new Acts relating to O&S - I think that this is an idea that I will seek to resurrect in the New Year.
