Call-in procedures are set out in the Overview and Scrutiny Pocedure Rules in our constitution, and have been since we adopted it: go to this link and scroll down to page 78. We probably based them on the DETR Model Constitution and I don't remember that we've amended them in the interim - certainly the basic rules have stayed the same.

"Calls for Action" are much simpler to deal with since they don't exist. All the law did was give every member of council a right to have an item put on an OSC agenda. We already gave that right to all OSC members, so just a minor addition to the OSC Procedure Rules was needed. The relevant paragraphs now read:

"9.1 Any member of an Overview or Scrutiny Committee or sub-committee shall be entitled to
give notice to the Chief Executive that he/she wishes an item relevant to the remit of the
committee or sub-committee to be included on the agenda for the next available meeting
of the committee or sub-committee. On receipt of such a request the Chief Executive will
ensure that it is included on the agenda for that meeting.

9.2 Any member of the Council who is not a member of an Overview or Scrutiny Committee
may give written notice to the Chief Executive that he/she wishes an item on any local
government matter and relevant to the functions of that Committee to be included on the
agenda of that Committee and such an item will be included on the agenda of the next
meeting of that Committee."
