RE: Scrutiny Management Committees
We have four committees - one is a Scrutiny Committee which holds the Executive to account (it reviews Exec decisions) and three Policy Review and Development Committees, one for Children's Services, one for Adult Services and Health, and one for Environment, Regeneration and Corporate Services. The terms of reference for each committee don't really overlap, so its very unusual to have two committees interested in the same issue.
Each committee develops its work programme at the start of the year and keeps it under review. The Support Team monitor the work programmes and, in relation to Scrutiny Committee, highlight those areas that are already one the PRD work programme to avoid duplication. Committees also refer issues to each other for consideration.
We've had this structure for seven years as a district , and for nearly one year as a unitary with the new terms of reference. We have also maintained our informal O&S Forum which includes all Scrutiny and Overview Members (about 24 in total) and is responsible for monitoring the effectiveness of the function as a whole.
