Emma, in Nottinghamshire Members have used scrutiny to look at how the County Council should implement the Duty to Respond to Petitions. Their draft report recommends that a petition requires two signatures, 5000 signatures (close to 1% of the electorate) would trigger a debate in Council and 2500 (1/2%) would trigger an officer attending an OSC (Community Call for Action with a new name). The report has a few stages to go through yet but thats the starting point.
