In Blackpool, the existing Culture, Communities and Business Services OSC is the designated Committee to deal with Crime and Disorder scrutiny. This Committee has a scheduled eight meetings per Municipal Year - one of these meetings (around May) is the designated annual CDRP meeting, focusing only CDRP matters. This annual meeting focuses on the priorities of the Partnership and consideration of the Annual Strategic Assessment. Representatives from each of the responsible authorities attend the meeting.
An interim meeting is then held around six months later, focusing on progress achieved, end of year performance information and any further Crime and Disorder issues. I hope this helps! Hi
Selby District Council has a single O&S Committee and we designate a specific meeting during the year where it will sit to undertake the Crime and Disorder function. We have a good working relattionship with North Yorkshire Police Authority and their Scrutiny Support Officer liaises with me regularly to update on issues and data that can be passed on to Councillors. We designated our Environment & Community Safety Overview & Scrutiny Forum as the Crime and Disorder Scrutiny Committee. The Forum has examined both strategic and operational issues in relation to crime and disorder & community safety.
This month I am reporting to all members about the the arrangements whereby individual members may refer a crime and disorder matter to this Forum. We have also developed a Crime and Disorder Scrutiny work programme. This progress made by the Forum has been recognised by the Home Office and the Welsh Assembly Government, allowing the Council access to funding to support Crime & Disorder Scrutiny. We havent yet identified the best use of this money though - we heard that one of the LB's (Enfield?) had made good progress but a proposed vist fell through. In nearby Blaenau Gwent (pronounced Bligh Nigh Gwent!) Crime & Disorder was previously scrutinised at the Environment & Public Protection Committee. However, at Annual Council on 27th May, it was agreed to establish a Crime & Disorder & Safer Communities Scrutiny Committee there. I think this is the nearest I have seen to a free standing C&D SCrutiny Committee. I may go to their first meeting and see how it works. |

We held one meeting specifically to look at Crime and Disorder which took the form of a Key Challenge on one of our corpoarate aims relating to crime and disorder.

At Wyre, the overall responsibility for Crime & Disoirder matters lies with our Community Watchdog Committee. Only last night, they agreed to set up a separate Community Safety Patnership Scrutiny Group, comprising non-exec members from across the council, to meet periodically throughout the year. They will set up their own Work Programme, within the scope of the O&S Work Programme, and will report their work to Community Watchdog. In effect, it will be a longer-running working group, as opposed to the one-off-type of CSP scrutiny that seems to be favoured by other authroities.
Anyone working with anything similar to Wyre, or are we pushing back the frontiers of scrutiny? |
