Hi Kate

Selby run a State of the Area Address each year whereby the priorities set out by the Council are consulted upon with the wider community. This is done through the website and hard copy versions that are sent out to the existing focus group members (c.300).

I hosted a series of seminars at INLOGOV on this topic some years ago. One particular methodology that I was impressed with was SIMALTO or to use its rather unsexy title, "Simultaneous Multi Attribute Level Trade-Off" which is trademarked to a company called Research for Today. It can be used to model policy priorities in relation to resources and resulting trade-offs.

If you Google search, you will various authorities using it. Of course there is a catch, it costs!
