I don't think they're scrapping targets for waiting in A&E - the 4 hour target has reduced from 98% of cases to 95%.
Having said that, I was in A&E last weekend and it felt like the target had been scrapped! |

What about the proposal to devolve most current PCT money to GP practices? (See e.g. the Guardian for 25 June). This is implied in the "Programme for Government", but not spelled out that plainly.
GPs are private contractors and not answerable to OSCs, so our capacity to scrutinise primary care provision would be severely limited - unless the coalition revives the clauses of the lost Local Authorities (Overview and Scrutiny) Bill, repower to scrutinise any provider of a public service. Even then, it would be hard to get the big picture with so many separate actors (107 practices in Devon for example). |
