Unfortunately I cannot confirm it. We haven't produced our response yet.
We issued a press statement on the day of the white paper's publication and have subsequently produced a short summary of the white paper (with questions that councillors might want to consider asking) and published the submission that we made to Ministers ahead of the white paper being published. We will be producing a response to all the relevant parts of the consultation (don't forget that as well as 'Equity and Excellence' there are five other papers and a paper dedicated to the Health Watch proposals - this last paper is not on the DH website but I have posted it in the White Paper discussion forum on our site).
OSCs need to consider which parts of which papers they want to comment on (the rhetoric of the main paper does change slightly in some of the subsequent papers - for example about health scrutiny).
I imagine that Leaders and Executives will also be responding to the white paper - are OSCs taking those responses (or evidence from executives) in to account in their responses?
So, I am keen for people to share their thinking with me as this will help inform what we say. I have offered to try to get to any regional network meetings where people are talking about the white paper (e.g. currently I've been invited to the north west and south west networks).
In the main white paper discussion forum I think Steve at Blackpool was suggesting they would be talking to their health colleagues and others in order to get different perspectives on the papers.
