Ed - The Welsh Assembly Government consulted on this in 2004. A total of 186 responses were received to the consultation, with 156 from community and town councils, 14 from county and county borough councils and 16 from other organisations and individuals. The consultation informed the Assembly Government's formal response (published in August 2004) to the Aberystwyth Report. The response is published on the Assembly
