Executive Handbooks?

RE: Executive Handbooks?
I would imagine an Executive handbook would be rather brief and is likely to be contained in a document about how the Council works, rather than being a single document. Given that O&S can be a specialised area of work it probably needs a guide, whereas the remit of the Executive - to take decisions - may not need a detailed explanation.
