Scrutiny & QIPP

gspencer Wrote:Hi everyone,

Just a query as to what involvement (if any) HOSCs are having with their PCTs around the Quality, Innovation, Productivity and Prevention (QIPP) programme in their areas.

I know QIPP started out as an efficiency drive in the NHS but it seems to have the potential (certainly in this area) to lead to major service reconfigurations.

Clearly Scrutiny needs to be involved in some form or another and would be keen to find out how other areas are approaching this.

Thanks,

Graham

It gets mentioned from time to time at our OSC but I'm not sure if anyone really understands it and how it fits in to the current change agenda.

RE: Scrutiny & QIPP
We have regular updates on the QIPP programmes being undertaken, both locally though specific reports and the quarterly PCT update, plus regional information through the SHA at Health Scrutiny regional quarterly meetings.

RE: Scrutiny & QIPP
Hi Graham

Yes I agree, it potentially has major implications for services, much like council efficiencies and savings will have on council services.

Our HOSC has had a presentation recently on our local QIPP progarmme, and the idea is that the PCT will regularly keep the chair up to speed with proposed service changes so we can have early warning of any major ones. It's also important that the members understand the context of what is happening locally, so when they start to hear about more monor service changes they know why these are being made.

Just to add that the new/increasing focus on PCT clusters is impacting on our PCT's QIPP programme (I think there needs to be a "cluster" QIPP programme?).

Hope that helps

Suzanne
