Understandably in most areas districts feel that their hands are tied by the presumption that the county will undertake most if not all of this work.

Some two-tier areas have arrangements between the county and the districts (notably Cumbria) but I can't think of any districts that "go it alone".

I will ask Tim if he knows of any examples.

We have a report in the library 'Polyclinics - Impact on Towns and Rural Communities in North West Leicestershire'. It might be of interest. We no longer have a dedicated Health Scrutiny Committee though!

Happy to speak if it would be helpful. Not sure its a bushel hidden light!
