As a first step I'd suggest speaking to the people who are going to sitting on your scrutiny panel(s) - getting them all together to have a general discussion about what you think the objectives should be for tenant scrutiny in NPT and how you will know you've been successful.
Then, have a discussion with those people who you expect to hold to account through the scrutiny process, and get an idea of their expectations (and possibly their fears). On this basis, you can then think about the nuts and bolts of how it will work in practice. But I would suggest that you have the general discussion first, before setting out your systems. And when you do set up the administration for the function, make it as simple, flexible and easy to manage as you possibly can - a focus on project work and building positive relationships with others will stand you in good stead. |

I think that's good advice from Ed there Neil. All sides need to have a clear understanding of the remit (inc the limitations) of the scrutiny role. Early joint understanding of roles/relationships (even stuff like officer support) will then help you plan a work programme - another key to sucess. Rebecca (WAG) has done some good stuff on learning lessons from Partnership Scrutiny - some of her case studies may be useful to you as they are based on scrutiny in new arenas. Have a word with her.

I gave a presentation for CfPS about 18 mths ago to TPAS annual conference on the lessons of local government scrutiny for tenant scrutiny (on the basis of my background as Head of Scrutiny at Camden Council for 6 years, and a longstanding involvement in housing and HA/RSL work) - I'm happy to send it to you in case it's of any use.
I agree with what other people have said in the Forum but would add two points: - think about key requirements to make scrutiny a success, so that tenants don't start off without the means to make scrutiny a success - consider what skills people need to make scrutiny effective - for which they will need training and an opportunity to practice, and which will require a training budget.
