Full membership of the Committee is agreed at Annual Council, it then follows that the chairman is nominated by the Council Leader/Deputy Leader (choosing from the membership) which is then seconded and agreed by Council. The vice-chairman is then nominated by the Chairman who is then agreed by Council.

As far as i am aware the Leader debates his preference for chairman ahead of the Annual Council meeting in consultation. We tend to have a chairman from one of the smaller political groups and a vice from the opposition party.

Any chairman of a Time and Task Limited Group or the Performance Sub Committee is agreed at their first meeting and nominated by the group of Members present, seconded and agreed.

It's the process behind the official one which I find interesting, in other words how are political groups going about the process of deciding who becomes a scrutiny chair. There are various options, for example, there could be an application process, hustings and votes, they could be appointed by a leader/mayor, or there could be other processes in place such as election for Cabinet posts first and then elections for Scrutiny Chairs by the remainder - to name a few. I'd be interested in hearing about any other processes/approaches.

In Leeds the ruling Administration determine how many Scrutiny Board there are to be and how they are allocated between Groups. The Labour Group has internal elections to fill their chairs as do the Lib Dems. The Conservative Group Chair (s) are appointed by their Leader. All positions are then confirmed at the Annual Council Meeting. Hope this helps
