On national funding - is there not a national pot of some kind? I vaguely remember there having been when I was doing some research on this a few years ago. I will do some digging.

On success, or otherwise, because anti-social behaviour straddles criminal and non-criminal behaviour, and is so much about perception rather than actual crime, I do know that proving success is particularly difficult. Often "fear of crime" and low level s4 public order offences / s39 common assault figures are combined to form some kind of metric but it is a very inexact science. The Home Office may have some semi-accurate statistics for you.
