The Scrutiny Team at Gloucestershire County Council have been heavily involved in developments regarding the Police and Crime Panel.
We have a representative on the Police Authority Governance Transition Board and have the responsibility for the establishment of the Police and Crime Panel workstream. We have drafted up a 'Terms of Reference', 'Panel Arrangements' and 'Rules of Procedure' for members to consider. This draft set of documents will go to our Community Safety Overview and Scrutiny Committee meeting on 16 January 2012. This report can be found at: Gloucestershire Police and Crime Panel - Draft Documents We would be interested as to whether any other authorities were at this stage, or have any thoughts on what we have begun to draft up. Obviously there is further work to do here with regards to any further regulations or guidance. |

I appreciate everyone's willingness to hold both police and criminals accountable. Can someone have the criminals report their crimes before they are committed so we can streamline the activity of the police? Perhaps a scenario such as this would minimize the bureaucracy of finding them.
