Police and Crime Panels - transition
A new thread for this ongoing issue.

I was wondering how many of you have already been directly involved in the "transition" discussions around Police and Crime Commissioners.

Many local authorities, and police authorities, are beginning to gear up for November 2012. The setup of shadow PCPs, and actual PCPs, will be central to this - but anecdotal evidence suggests that scrutiny practitioners have not been as involved as they might have been, so far.

I'd like to get an idea of whether this sense I am getting is actually backed up by evidence. Where you are not being involved in discussions, I may be in a position to assist.

No involvement at all here in Knowsley.

As far as I am aware, the existing support structure for the Merseyside Police Authority are leading the way on this but have not engaged this Scrutiny team directly with their proposals/ future course of action.

What do you think we can do at this end to persuade PAs, and those in your own authorities, to engage with scrutiny practitioners in carrying out this work?

I am in a position to provide practical assistance - I can get a message out through the mailing list of the Association of Police Authority Chief Executives, for example.

Hi Ed, the members of the safer communities panel were breifed on the police and crime panels by a member of the police authority. The members are planning to get further reports in response to concerns about political proportionality and the role of scrutiny in this process

As with Earl Piggot-Smith our Board has been briefed by a member of the Police Authority and have requested updates on the transition. I suspect this is the same Police Authority as I am from Coventry.

I'd definitely suggest going beyond updates - instead, strongly suggesting an active role in the discussions going on over transition.

It will be difficult to resource such engagement (after all, it's time when you and your members could be doing the day job) but I think it will be worth it in the long run in the context of the effectiveness of the PCP.

I'm advised that the LGA are putting together a Community of Practice around PCP transition.

If you are interested in getting on it, please let me know and I can pass on your name.

I'm going to be a facilitator and will use it as an opportunity to tediously and repeatedly bang the scrutiny drum, you'll be happy to hear.

For the last 2 years in North Yorkshire All councils have been actively holding to account North Yorkshire Police , The Police Authority see O&S as a key part of the transition process and are involving all nine councils within the force area http://www.nypa.gov.uk/index.aspx?articleid=7168 .
The aim is to build on the 2 years prior work and establish its role as local accountability tied into the democratic mandate local councillors have this in turn will feed into the PCP and the commissioner’s office.
