The National Assembly for Wales is current finalising an Inquiry into Overview and Scrutiny.
This paper from Rachel Ashworth provides a good starting point and some useful references. http://www.assemblywales.org/bus-home/bu...ds=11/2008 If you look through the other agendas you will find some other useful papers relating to this inquiry. |

There is a piece of ESRC-funded work on "evidence for accountability" coming to a close at the moment, looking at how a wide variety of government functions - including local government scrutiny - gather evidence and develop conclusions. I think that the final report is going to be release in mid-May; we'll certainly cover it on this website when it is.

There was the five-year "Evaluating Local Government New Constitutions and Ethics" research done for the (former) Office of the Deputy Prime Minister and I can remember others by the LGIU and the Association for Public Service Excellence. I'm pretty sure the list is longer than that, but does anyone ever research how executives work?
