Police and Crime Panels - secondary legislation
The LGA have received a list from the Home Office of planned secondary legislation (ie, regs) that it is proposed to issue relating to PCPs over the next few months. These are:

Police and Crime Panels (Notifications, Nominations and Appointments) Regulations 2012: about notifications in relation to compliance with procedure for establishment of the Police and Crime Panel (PCP); procedure for nominating and appointing PCP members. [suggested coming into force date May]

Police and Crime Panels (Modification of Functions) Regulations 2012: provision for modifying, suspending, transferring or removing functions of local authorities or Secretary of State in relation to the establishment of Police and Crime Panels (PCPs). [suggested coming into force date July]

Police and Crime Panels (Scrutiny of Appointment of Chief Constable) Regulations 2012: about procedure for scrutiny of appointment of Chief Constable by the Police and Crime Panel (PCP); procedure for making appointment where power of veto is exercised. [suggested coming into force date July]

Police and Crime Panels (Scrutiny of Precept) Regulations 2012: Makes provision about procedure for scrutiny of precept by the Police and Crime Panel (PCP); procedure for issuing precept where power of veto is exercised. [suggested coming into force date July]

Police and Crime Panels (Application of Local Authority Enactments) Regulations 2012: Applies, disapplies or modifies local government legislation in relation to Police and Crime Panels (PCPs). [suggested coming into force date November].

This is pretty much what has been expected and I should reassure you that I don't think we're in for many big surprises here. I've been in discussion with Home Office colleagues over the content of some of these regs and they do not sound as if they will be overweening or prescriptive - the intention I think is to clarify a couple of areas that the Act left unclear but which (legally) do need to be clarified. Many relate to the setup of the PCP rather than how they will be run.
