This is an interesting idea. Presumably this new committee involves non-exec representatives from bodies like police authorities.

My view would be that if it's a formally constituted committee of the council, and if they're to be treated as members with full voting rights (and if this reflects the terminology used in your constitution) then they should be allowed to call in any council decision. But there's obviously a question as to whether this is appropriate.

An obvious way to sidestep would be to amend the constitution to give the power to call in a decision to any "member of the authority" rather than "member of a committee".

It depends what your Constitution says on who can call-in the decision. I would not think that anyone other than elected members can call-in the decision (unless your Constitution says different).

You also cannot restrict partner scrutiny representatives what decisions they can call-in.

So, it would be wrong to assume that partner scrutiny representatives should be able to call-in exec decisions just because they have voting rights, as none elected members, at one committee.
