Scrutiny Model - completely original question
OK, I lied.

Can anyone point me to a good current example of the "single committee with task and finish groups" model?

Ta.

I can point you to our model at Knowsley (see attached presentation for taster). It certainly is "current" and has been in place for over 12 months now. As to whether it is "good", that would be for someone else to say...

Wow - thanks.

Can you tell me whether proportionality applies to the Board and how SRAs are used?

Proportionality does apply to the board (or certainly did last year when we had opposition members! Knowsley now has all its 63 members from one party). Consequently the Board had one opposition member in 2011/2012 and a total membership of 10 members (plus co-opteds - that's another question!). This year the Board has nine members - the opposition member hasn't been replaced by anyone from the majority (only) group.

In terms of SRA's, the Chair of the O&S Board and the three Thematic Lead Members receive an SRA equivalent to that of a Scrutiny Chair under our old arrangements. Similarly the 3 Deputy Lead Members get a vice-chair's SRA. In practical terms, the number of SRA's reduced from 8 (4 Chairs and 4 Vice-Chairs - the Coordinating Committee was chaired by one of the other Scrutiny Chairs and was vice-chaired by a member who received another SRA) to 7 by bringing in this change.

Hope this is helpful.

RE: Scrutiny Model - completely original question
I've been asked by someone who is having trouble logging into the website (sorry about that) to post a response to this asking if any councils out there are thinking about moving to a single committee & T&F group model for their scrutiny function.

RE: Scrutiny Model - completely original question
That someone was me!

We are currently looking at different options at Leicestershire. It'd be really helpful if anyone could forward to me a true "single committee plus task and finish groups" scrutiny model. There seems to be a few that exist out there, but many actually include a number of other committees or sub groups.

Can anyone help?

Thanks!
Sam
