Birmingham City Council – Cllr Len Clark
This award acknowledges the important role chairs play in making scrutiny effective.
Chairs help build a scrutiny team and guide those involved to focus on the most important issues. They can often play an important role in navigating the party political or personal frictions that can occur, coordinating activities and ensuring that often busy work programmes and meetings are kept on schedule.
Judges were looking for applicants that have made an exceptional contribution, having shown recognised leadership and enthusiasm in the promotion of scrutiny.

The English Regions Network (ERN) is the umbrella organisation for England's Regional Assemblies. Assemblies are partnership bodies, led by local authority members working alongside stakeholders from the business, social, and environmental sectors. Assemblies lead regional strategies for housing, planning, transport and sustainable development.
Assemblies support the development of Regional Economic Strategies and scrutinise their delivery by Regional Development Agencies.
