How entries will be judged

The four principles of good scrutiny were developed when CfPS came into being in 2003. They were developed by a panel of experienced public scrutineers from across local, regional and central government, as well as academics and independent experts.

The principles form a benchmark for good public scrutiny which remain relevant and effectively sum up the role that scrutiny should play today. As such they will be used as the basic criteria for the assessment of each award with a few additional criteria specific to each award.
