Policy Briefing 4: changing governance arrangements

The latest in CfPS's series of policy briefings analyses the implications of powers that will give councils the right to make changes to their exec arrangements - in particular, the right to return to the committee system.

The Localism Bill proposes new powers for local authorities over their executive arrangements. This will include, as the Government have expressed it, the right to "return to the committee system" - the method of decision-making in local government that was abolished in all but a handful of authorities in 2000.

Thie briefing assesses the implications of these new powers and analyses the effectiveness of the committee system in terms of accountability.
