Policy Briefing 14: New legislative framework - update

A comprehensive review of the Localism Act, Police Reform and Social Responsibility Act, and Health and Social Care Bill

Three major pieces of legislation - the Localism Act, Police Reform Act and Health and Social Care Bill - will have significant effects on accountability across the public sector from 2012 onwards.

These changes will be keenly felt by scrutiny practitioners, who will need to prepare for a new structural landscape in which they will have new powers and opportunities - but some significant new challenges as well.

This comprehensive briefing aims to provide a striaghtforward summary of the key provisions of these three pieces of legislation, and to explore what they mean for overview and scrutiny in local government.
