Rebecca is CfPS’ Principal Consultant in Wales, leading all of CfPS’ advisory, support and policy development work.
She has an in-depth, specialist knowledge of Welsh local authority governance arrangements and evidence based decision making. Rebecca was responsible for delivering CfPS’ three year programme of scrutiny support in Wales which included national and regional seminars, bespoke improvement work in local authorities including appointment to a Ministerial Recovery Board, and implementing innovative approaches to finance scrutiny.
Rebecca also specialises in developing collaborative scrutiny and governance arrangements for strategic partnerships and regularly provides policy advice to Welsh Government. She has worked with academic institutions in developing post-graduate governance qualifications for practitioners and contributed to a wide number of national reviews and studies.
Rebecca has an MSc in Policy Research Methods and prior to CfPS she was Head of Scrutiny at Bridgend Council for five years and worked for the Welsh Government drafting statutory guidance and secondary legislation aimed at enhancing citizen-centred scrutiny.
