This report, published in May 2003, examines a wide range of issues concerning the exclusion of pupils from school in Cardiff, and the educational provision for children with special educational needs.

This report of the Environmental Scrutiny Committee is the result of an in-depth investigation undertaken over two meetings early in 2003. In particular, the Committee considered matters relating to the sale of fireworks, community safety issues, and noise pollution.

This report of the Economic Scrutiny Committee is the culmination of over 12 months of investigations into the Economic Impact of a Successful Football Team in Cardiff. The Task & Finish Group set up to consider this issue looked in detail at a wide range of evidence from a number of sources, including expert witnesses and visits to other towns and cities (Newcastle & Blackburn).

The Cabinet referred the issues of a Local Safety Scheme in a particular historic market town in the Borough. The Scrutiny Commission chose to look at this scheme as a case study of how traffic management schemes are implemented in conservation areas more generally.

The issue of biodiversity came to the attention of the Scrutiny Commission initially
because of the poor condition of the two Sites of Special Scientific Interest which are
owned and managed by the Council. However, when we were given further
information about these sites, it was clear that there was a wider issue around how
biodiversity is managed across Telford & Wrekin.
