Library Monitor

The aim of this series is to provide an overview of reports submitted that address similar subjects or issues. The reviews are taken from all tiers of governance in order to present how different authorities and arrangements apply scrutiny.

What is provided?

Initially these Library Monitor papers look at the background of each scrutiny report and explain:

  • why the topics were chosen
  • what the terms of reference were
  • The membership and formation of the committee
  • officer support provision and any scoping exercises used

They then present how each authority conducted its review and how committees have gathered evidence and information. Furthermore, the ‘library monitor’ evaluates the outputs of scrutiny by comparing to whom recommendations were made and whether any objectives were met.

The nineteen reviews considered for this paper have conducted reports into the topic of waste disposal, management and recycling and how these affect their immediate locale and beyond.
