A particularly interesting issue at the moment!

I'd like to know if any of you have, in the past, looked at service decisions being made on an "invest to save" basis, or made recommendations that suggest that an "invest to save" approach be adopted.

Or if you are planning such work at the moment.

This is for the research I am doing into Total Place (which now isn't called Total Place any more)

Cambridgeshire CC has an 'invest to transform' fund so scrutiny reviews make reference to this fairly regularly. For example, a recent procurement review recommended that the Council should develop a bigger central procurement function and that this should be funded though redeployment of existing staff or use of the Invest to Transform fund, on the basis that improving procurement support would yield net savings.
