The focus of the report was to examine the impact of the Licensing Act 2003 on the availability and consumption of alcohol by under 18’s.
Evidence was gathered from services such as – Sussex Police, partners within the NHS, alcohol retailers, school head teacher, and the Council’s Licensing, Trading Standards, public health, children’s alcohol, school services and Youth Council representatives.
The Panel heard the evidence and made 11 recommendations.
An active, vibrant and productive youth, able to study and learn workplace skills is an essential component of any sustainable economy. The challenge of securing this in Lancashire has been a long-standing issue in Lancashire, brought into even sharper focus in the current recession, with young people being harder hit than any other labour market group.
The panel considered school exclusion in Brighton & Hove, in particular looking at who was excluded, why and where from, and investigated the support given to pupils and families.
The Working Group recommendations naturally focus on the following themes:
• The Development of a Think Family Commissioning Strategy for County Durham.
• Integration of systems, procedures and practices.
• Understanding local need to ensure services are responsive and inclusive
• The need to embrace cultural change across service groupings.
