The purpose of the review was to conduct pre-decision scrutiny, the first of its kind at Broxtowe Borough Council, in order to provide recommendations on the draft Allocations Policy to assist cabinet in its decision.
Discretionary Housing Payment (DHP) awards are made at a local authority’s discretion and are subject to an annual cash limit, based on an authority’s caseload. If awards of DHP exceed the government’s contribution legislation permits local authorities to award additional monies up to a ‘permitted total’. However, such additional expenditure would be to the detriment of the Council’s other budgets since the excess cost would fall entirely on the Council.
The review, conducted by Broxtowe Borough Council's Services Examination and Inquiry Group, considered this topic after discovering the relevant anti-social behaviour issues, the complaints procedure, the advantages and disadvantages of the introductory tenancy system, the tenancy agreement and rent arrears.
The purpose of this scrutiny review was to find out the customer experience of the Choice Based Lettings (CBL) Service and to identify any gaps in the service and any areas of work for further development.
