Annual survey 2004

Our second annual survey of local authority overview and scrutiny has been undertaken in partnership with the County Council Scrutiny Network.

The response rate, at 66 per cent is double that of last year, with a significant leap in returns from authorities at the district level.

Headline findings point to an expected scarcity of resources for the new health scrutiny role, with most councils operating health scrutiny without a single full time equivalent (fte) member of staff, the average number being 0.5fte.

More positively, perceptions of overview and scrutiny in general have seen a marked upturn. 89 per cent of respondents believe that scrutiny adds value to their organisation and, in turn, over two thirds felt that the authority valued scrutiny as a legitimate function.
