Local scrutiny of Universal Credit and the welfare reforms – a national picture

In early 2013 we agreed with DWP civil servants that we would produce a short piece of research outlining how local scrutiny functions are looking at councils’ preparedness for the welfare reforms.

This report presents a summary of the local impacts of the introduction of Universal Credit, as investigated by a range of local authorities in England.

By carrying out scrutiny research on this issue, local authorities have identified some significant challenges and burdens both for themselves, and for their residents, arising out of the current design and Universal Credit and the wider welfare reforms.
