We carried out a full survey in 2019, to find out what councillors and officers involved in scrutiny thought about the state of scrutiny and oversight in their council. Nearly two-thirds (62%) of councils in England and Wales are represented in these findings. Although we released some headline findings at our Driving Smarter Scrutiny Conference in December 2019, these full results reveal that more about the different scrutiny models in councils and that while members and officers are positive about the role of scrutiny in local authorities but feel that there is more to be done to ensure that scrutiny has the same ‘parity of esteem’ as the executive decision-making function in council.
